The cita previa problem — and how veterans beat it

Spain's real bureaucratic bottleneck isn't rules — it's appointment supply. The online cita-previa systems for extranjería and padrón offices in Madrid, Barcelona and the coastal provinces release slots in bursts that vanish in minutes, spawning a grey market of slot-scalpers (never pay; it feeds the shortage). What works: check at release times (early morning, and many offices release Mondays), try neighbouring municipalities within the province where the procedure allows, use the official portal only (sede electrónica — administracionespublicas.gob.es for extranjería citas), and for TIE deadlines keep evidence of your attempts — offices accept that the 30-day window meets appointment scarcity, and documented diligence protects you. Digital certificates (certificado digital / Cl@ve) — get one as soon as you hold a NIE — move half of Spanish bureaucracy online and out of the queue entirely: padrón volantes, tax filings, many extranjería submissions.

A realistic first fortnight, hour by hour

Day 1–2: land, secure the housing document (even a temporary room with a signable householder), and book everything bookable: the padrón cita where your city requires one, and — checking release patterns immediately — the extranjería huellas slot, because the 30-day TIE window starts now. Day 3–5: padrón appointment (fifteen minutes, walk out with the volante), pay the TIE tasa at any bank with the 790-012 form, passport photos. Week 2: huellas appointment if the cita gods smiled (otherwise keep documented attempts); centro de salud registration with the volante; open the bank account with passport + NIE (or a non-resident account as the bridge); order the certificado digital — the FNMT process (online request, in-person verification, install) takes days and repays itself for years. Weeks 3–4: TIE collection when notified; Bizum activation; switch the prepaid SIM to a contract; school enrolment finalised on the padrón address. My landlord won't let me register — options?

The padrón registers where you actually live, with or without the lease's blessing — householder authorisation forms, and ultimately municipal verification visits, exist for exactly this. A landlord forbidding registration is also waving a flag about the tenancy itself.

Yes — the householder authorises your registration at their address. It's routine and doesn't affect their tenancy or taxes.
