The parent clause deserves its fame: among our sixteen countries, only Italy writes a standing (if narrow) elderly-parent route into ordinary reunification — the price is documentary: proving dependency (remittance histories serve double duty here) and the no-other-children or health conditions through consular-verified documents.

The income multiples

The bar is the assegno sociale (the indexed social-allowance year — ~€6,500-class) plus 50% for each family member to be reunified: one member ≈ 1.5×, spouse + child ≈ 2×, with a floor of 2× for two or more children under 14. Household arithmetic is generous: your income plus a cohabiting working spouse's counts, evidenced through the dichiarazione dei redditi, CU forms and current payslips. Worked example at current levels: sponsoring a spouse and two young children needs roughly 2.5× the allowance — an income an ordinary full-time CCNL wage typically clears. The idoneità alloggiativa — the certificate that decides files

The housing-suitability certificate, issued by your comune (or ASL hygiene office per local practice), confirms the dwelling meets regional habitability standards for the enlarged household — square metres per occupant against the regional tables, plus basic hygiene conformity. The practical rules veterans know: order it early (issuance runs weeks and some comuni inspect), check the metreage before renewing a lease — the one-bedroom that houses a couple legally fails a family of four, making the lease upgrade a precondition, not a nicety; the certificate expires (commonly six months) so sequence it against the Sportello Unico filing; and landlord cooperation (registration of the lease, floorplan access) is baked into feasibility — factor it into the housing hunt itself. More Italian family files stall on this certificate than on any income question.

Because the idoneità alloggiativa gates everything, the Italian family plan runs backwards from the apartment. The sequence that works: first, secure the family-sized lease — registered, with the landlord briefed that a comune certificate (and possibly an inspection) is coming — accepting the paradox of paying family-sized rent months before the family arrives; second, order the certificate immediately (its weeks of lead time run parallel to nothing else useful) and, the same week, start the origin-country document chain — birth and marriage certificates, consular legalisations, the dependency evidence for parent cases — because for several countries the consular verification is the true six-month item; third, file the Sportello Unico application the day both are in hand, timing the income evidence to your latest dichiarazione; fourth, use the nulla-osta wait productively — school research (enrolment can be prepared before arrival), SSN paperwork drafts, the A2 Italian head start for the arriving spouse that converts the integration agreement from an obligation into a formality. Families who run this order compress the realistic 6–12 months toward its floor; families who file first and house-hunt later discover that the certificate can't certify a home they don't yet rent, and the whole clock restarts around a lease signed in a hurry.

After arrival: rights and the integration agreement

Family permits carry work rights from day one — employment and self-employment — plus SSN enrolment, school access (immediate, with Italian-language support classes), and the standard path: five years to long-term residence with the A2 test.
