Norway Work Visa 2026: Skilled Worker Permit, Steps
Outside the EU and EEA, working in Norway needs a residence permit, and for most people that is the skilled worker permit, for those with higher or vocational education and normally a job offer. Applications are registered and paid for online, then documents and biometrics are handed in at a Norwegian mission or its visa centre, and the Directorate of Immigration (UDI) decides. This guide sets out who qualifies, how to apply, the extra step for nurses and other health workers, and what US and Indian applicants should know, as published by Norway's official New in Norway portal, its embassies and the Norwegian Directorate of Health, read on 14 October 2026.
Quick answer
Non-EU/EEA nationals need a residence permit to work in Norway or to stay longer than 90 days. The skilled worker permit is for people who have completed higher or vocational education and normally have a job offer or their own company. You register the application and pay the fee online in the Application Portal Norway, then hand in documents at a VFS centre or Norwegian mission, where biometrics are taken. Nurses also need Norwegian authorisation, which for training outside the EU/EEA costs NOK 1 665 and takes about 23 months.
Who needs a work permit
- Non-EU/EEA nationals: need a residence permit to work in Norway or to stay longer than 90 days. The UDI normally processes these applications.
- EU/EEA nationals: do not need a residence permit to work, but must register if they will work for longer than three months.
- Posted staff: a non-EU/EEA national employed by a company in another EU/EEA country, on a temporary assignment in Norway, may be able to work without a Norwegian residence permit.
The skilled worker permit
- Education: you have completed higher education or vocational education.
- Job: you will normally need to have received a job offer, or have your own company.
- Other work permits: seasonal workers can get a permit for a job that can only be done at a specific time of year, or as a holiday substitute, and must have the job before applying.
The UDI publishes the exact application fee and salary requirement for skilled workers on its website, which we could not load to verify at the time of writing. This guide relies on the government's New in Norway portal and Norway's embassies for the steps, but does not print a fee or salary figure here — check udi.no directly for the current amount before you apply.
How to apply
- Find the permit type that matches your situation on the UDI's website.
- Gather documents from the UDI's checklist. Some come from your contact person in Norway, such as the employer, and some you obtain yourself.
- Register and pay online. Before you hand in your passport and documents at a VFS application centre or a Norwegian mission, you must register the application in the Application Portal Norway and pay the fee. First-time users create an account.
- Hand in documents and give biometrics. Biometrics are mandatory when applying for a Norwegian residence permit.
- Wait for the UDI's decision. Processing times vary by permit type, case complexity and the number of applications. The UDI publishes expected times on its website.
A residence permit should as a general rule be issued before you enter Norway.
Indian applicants
- The Royal Norwegian Embassy in New Delhi accepts residence permit applications from Indian, Bhutanese and Nepalese nationals, and from people of other nationalities who have held a valid residence permit in India for the past 6 months.
- Citizens of India need a residence permit to stay in Norway for more than 90 days.
- Applications go through VFS. The embassy notes that courier time between locations means the decision often takes longer than the UDI's stated processing time.
US applicants
US citizens can visit the Schengen area, which includes Norway, without a visa for up to 90 days in any 180-day period. To work, they need a residence permit like everyone from outside the EU/EEA, applied for through the same online portal and handed in at the Norwegian mission or its visa centre.
Nurses and other health workers
Health personnel who want to practise in Norway must be registered and hold a licence or authorisation from the Norwegian Directorate of Health. For a general nurse educated outside the EU/EEA:
| Step | What the Directorate of Health requires |
|---|---|
| Application fee | NOK 1 665 for applicants educated outside the EU/EEA |
| Processing time | 23 months for applicants educated outside the EU/EEA |
| Language | An approved Norwegian test at CEFR level B2, or the same level in Norwegian, Swedish or Danish |
| Further requirements | A course in Norwegian health services, health legislation and society, a course in the safe handling of medicine, and a proficiency test for nurses |
| Deadline | Three years from when your education is assessed as equal, with three attempts at each course and test |
| Costs | The applicant pays for the additional requirements |
