Estonia Work Visa 2026: Permit, Salary Rule, Fees

By the SettleBuddy editorial teamUpdated 14 October 20268 min read

Estonia offers non-EU workers two routes: a temporary residence permit for employment, issued for up to five years, and registration of short-term employment by the employer. Both are handled by the Police and Border Guard Board (PPA), and the residence permit usually requires a salary of at least the Estonian average and a permit from the Unemployment Insurance Fund. This guide sets out the requirements, documents, fees, processing times and the visa rules for Indian, Pakistani and Saudi applicants, as published by the PPA and Estonia's Ministry of Foreign Affairs and read on 14 October 2026.

Quick answer

A temporary residence permit for employment is issued for up to 5 years. The general salary condition from 5 March 2026 is at least EUR 2,092 a month gross, the average gross salary rate. The employer submits an invitation and a permission from the Unemployment Insurance Fund. The state fee is 280 € at a foreign mission or 250 € in Estonia. The PPA decides within 90 days, and the card follows within 30 days. Short-term employment registration costs 130 € in the self-service portal and is decided within 15 working days.

Who needs a permit

You need a residence permit for employment if you are not a citizen of a European Union member state, Iceland, Liechtenstein, Norway or Switzerland. EU citizens who reside legally in Estonia have an unlimited right to work without a separate permit.

The PPA lists separate grounds for employment, each with its own conditions, including skilled workers under general conditions, top specialists, members of a company's management body, experts, start-up employees, scientists and lecturers, teachers, EU Blue Card holders and graduates of Estonian higher education institutions.

Requirements for the residence permit for employment

The salary condition

Applications accepted 5 March 2026 to March 2027Monthly gross salary

Rate 0.8EUR 1,674
Rate 1.24EUR 2,594
Rate 1.5EUR 3,138

The PPA notes that the 0.8 rate applies to employment in a start-up company since 1 January 2023, and that the double rate no longer applies to new applications. Where no specific rate applies, the pay must allow you to support yourself in Estonia.

  3. Pay the state fee and submit the documents.
  4. Wait for the decision. Processing takes up to 90 days from acceptance of the application. If you apply through a foreign mission, document delivery time is added.
  5. Collect the card, issued within 30 days of a positive decision.

A decision can be challenged within 10 days. The application form, guides and fee details are on the PPA's official website, politsei.ee.

Short-term employment

If you come to work temporarily, your employer can apply to register your short-term employment instead. The employer applies through the PPA's self-service portal with a copy of your passport, a photo, a copy of the employment contract or binding job offer, and proof of payment of the state fee. Registration or refusal follows within 15 working days. You also need a legal basis for staying in Estonia, such as visa-free stay or a visa, and the PPA expects an inviting employer to verify it.
